Quebec has millions for caribou—but critics say it still lacks the plan that matters

Quebec's woodland-caribou population has fallen sharply, and conservation experts warn that 12 of 13 herds could disappear within 20 years. Governments have committed millions of Canadian dollars, including support for endangered herds and First Nations communities, but critics say the province still has not tackled the central issue: loss and fragmentation of old forest habitat.

This is a classic conservation dilemma: emergency measures such as maternity pens can help individual animals, but they may not solve the landscape-scale cause of decline.
